The Approved Document Part L Vol 1 Appendix B has placed more strict requirements for newly built domestic properties. Now developers must demonstrate that the dwelling complies with the energy efficiency requirements by producing the Building Regulations England Part L (BREL) report and an Energy Performance Certificate (EPC). However, to obtain these documents the developer must record and submit photographic evidence that each dwelling has met the energy performance requirements.  

This requirement was enacted on 15th June 2023 for all new-build domestic properties. 

The discourse around photo evidence has been unclear, with many developers and those involved in the construction of houses unclear about their obligations and how to produce a photo evidence report.
